Abstract Urban tourism complex (referred to as UTC) is under taking a prominent role in promoting the intensive use of urban resources and supporting the innovation of urban tourism and the sustainable development of urban economy, it is the foundation to construct theoretical platform for the follow-up research to study its fundamental theoretical problem. Urban tourism complex is a kind of industrial organization pattern, which is dominated by the industrial forms of tourism, leisure, entertainment and so on. It is a kind of resource allocation method, which is based on the organic integration of industrial scale and regional space, which aims to improve the efficiency of urban resource intensive utilization and urban capital utilization. Based on this, the formation process of urban tourism complex under the background of rapid urbanization is depicted that the origin of urban tourism complex is due to the practice of resource intensive utilization and the theory of "managing city". On the one hand, the impact of human activities on economic activities is carried out by urban tourism complex through the promotion of urban industrial agglomeration and economic development, where the tourism industry development as the core, in the process of continuous gathering, related industries or industries through the pursuit of urban resources, market form and cultural characteristics and other environmental factors, to maximize the use of environmental factors, in order to achieve the expansion of industrial agglomeration and industrial upgrading, so as to get better economic benefits. On the other hand, urban tourism complex promoting the development of tourism industry can be more suitable for the development of urban space, urban development will be based on the actual needs of industrial development in the land, capital and other aspects of industrial agglomeration to create better conditions, so as to promote the integration and integration of diversified industries in a specific space, to meet the intensive development of urban space and efficient use of resources, improve and optimize urban functions.
